Deferred - Members were concerned about the intensification of the use and the availability of car parking, and requested additional information regarding potential occupiers of the HMO so that an appropriate assessment of the impact could be undertaken e.g. intended (or to be marketed) for students, nurses (or other group of residents with a common connection); week time accommodation for those working away from home (e.g. construction workers); or open to any occupiers.

 

Concern was also expressed as to the loss of the existing facility and what alternative access to such facilities would be available (cf. Policies P7 and P19 of the Solihull Local Plan).

 

Mr Alan Martin, Mrs Linda Poulson (Bickenhill Parish Council), and Councillor Bob Sleigh spoke against the application.

It was contended that the dimensions given in the report were inaccurate, including the distance from the lounge window of a property in Brixfield Way, and Members requested these be checked.

 

Mr Stewart Halford spoke against the application whilst Mr John O’Donoghue spoke in support. Councillor Ken Hawkins spoke and requested that Members undertake a site visit.

(11) The Freeboard (Soffit of the bridge) should be set a minimum of 600mm above the 1 in 100 year event.

(14) The development hereby permitted shall not be commenced until such time as a scheme to manage the groundwater flows across the site had been submitted to, and approved in writing by, the local Planning Authority.

 

The discharge of conditions 12 and 13 too be reported to Planning Committee.

Conditional approval subject to the applicant entering into a Section 106 Agreement and an amendment to condition 14 to read:-

(14) Provision of detailed design of the flood betterment scheme to increase the volume of floodplain storage including long-term maintenance details. The fluvial storage volumes and control structures (including the engineered bund) are to be agreed with the Local Planning Authority ensuring no increase in risk to third party land.

 

The discharge of conditions 13, 16, and 17 too be reported back to Planning Committee.
