Councillor Rebeiro addressed the meeting in relation to item 6 – parking at Knowle car park.

 

Mr Pinnell represented The Knowle Society and addressed the meeting in relation to item 6 – parking at Knowle car park.

 

Trevor Eames represented the Solihull Ratepayers Association and asked a question in relation to item 7 – flood risk in the borough.

 

Kelvin Seaton addressed the meeting about item 7 – the flood risk on Norton Lane.

a)  Approve the work priorities and associated spend shown in Appendix A,

b)  Approve delegated authority to officers to make any subsequent individual changes that are below £250,000 in relation to other changes of plan/funding

Ravenshaw Lane - Proposed Extension of Prohibition of Driving Order pdf icon PDF 121 KB

To advise on recent illegal activity in Ravenshaw Lane and consider introducing a package of measures aimed at reducing the operational costs and the risk of such incidents occurring in the future.

Cabinet Member RESOLVED to:

a)  Note the history of environmental and anti-social behaviour that has occurred in this section of Ravenshaw Lane in recent years, and the package of works carried out to improve the area.

b)  Agree to progress a traffic regulation order to prohibit the driving of motor vehicles along an additional section of Ravenshaw Lane, as shown in Appendix A, and to prohibit the stopping of vehicles on Ravenshaw Lane close to its junction with the A41 Solihull By-pass, except for access.

c)  Agree that the Head of Highway Management, in consultation with the Cabinet Member for Environment and Highways, can determine any objections received during the statutory consultation period

To provide an update on the Council’s Parking and Enforcement services to the end of November 2019 and consider service priorities and improvements for 2020.

Cabinet Member RESOLVED to:

a)  Note the financial position at the end of November 2019 (Period 8) for the Parking and Enforcement Service as detailed in Appendix 1 and 2.

b)  Note progress against the services’ approved Medium Term Financial Savings for the service.

c)  Note the mitigation plan as detailed in paragraph 4.6 to manage the forecast £250,000 negative variance, and agree to continue to monitor performance to determine whether this needs to be reviewed corporately in future years.

d)  Agree to receive the annual parking and enforcement performance report for the 2019/20 financial year in June 2020.

e)  Approve the increase in the free car parking period at Knowle car park from one hour to two hours.

To provide Cabinet Member with an annual update on Flood Risk Management related activities that have been undertaken since adoption of the Local Flood Risk Management Strategy in November 2015.

a)  Note the contents of the report

b)  Approve the proposed work plan for the service area to January 2021, as set out in Appendix A

c)  Agree to receive a further update on the work of the service area in January 2021

d)  Note the contents and recommendations of the Initial Assessment undertaken through the Environment Agency, as set out in Appendix C

e)  Subject to the outcome of further discussions with Severn Trent Water and the Environment Agency, provide approval for Officers to consult with the communities of Hockley Heath and Olton respectively on the introduction of appropriate schemes and where relevant to develop appropriate business cases seeking Local Levy funding

f)  Provide approval for Officers to consult with the communities of Cheswick Green, Dickens Heath, Tidbury Green and the River Cole Corridor on the findings of the Initial Assessment and where relevant to develop appropriate business cases for the leading options seeking Local Levy funding (additional bit to be added: Dates, times and locations to be identified and communicated as widely as possible)

g)  To approve Officers working in partnership with developers and partners to identify opportunities to jointly deliver flood risk management enhancements, particularly Options CH7, DH7 and RC1

h)  To approve the policy and endorse the recommended 2020-21 funding of £20,000 for Individual Property Level Resistance and Resilience surveys as set out in Appendix D
