HS2 Road Safety Fund pdf icon PDF 118 KB

To seek approval for the proposed HS2 Road Safety Fund project delivery plan ensuring the £2.435m fund is aligned with Council priorities and delivers best value.

The Cabinet Member agreed to:

(a) Approve the HS2 Road Safety Project Plan as detailed in Section 4 and Appendix B,

(b) Agree to the allocation of £40k from the Road Safety Fund to carry out survey work and complete an iRAP assessment of the Solihull highway network expected to be affected by the HS2 project as detailed in Appendix A, and

(c) Agree to receive a further update report at the end of the assessment process to agree the delivery programme in 2019.

School Streets Pilot Project - Six Month Update and Review pdf icon PDF 666 KB

To provide an update on the project after 6 months of the experimental traffic regulation order; to consider stakeholder and public representations to the scheme; and to consider the next steps for the project.

The Cabinet Member agreed to:

(a) note the findings of the 6 month review of the School Streets Project.

(b) Agree the experimental Traffic Regulation Order should remain in force and should be modified to include a general exemption enabling vehicles to gain access to maintain and service private property or any land situated in the 3 School Street zones.

(c) Agree to review the extent and signing associated with the 20mph speed limit at Oak Cottage School to improve compliance, and.

(d) agree to receive a further report in January 2019 setting out the impact of the initial 15 month experimental period and at that point, determine whether the scheme should be made permanent, amended or revoked, and whether this type of measure should be used at any other locations in the borough.

Parking Services Annual Report 2017/18 pdf icon PDF 153 KB

To review performance across Parking Services in 2017/18; to seek approval to implement changes necessary to meet the Council’s Medium Term Financial Strategy and agree future priorities for the service.

The Cabinet Member agreed to:

(a) Note the performance in 2017/18 from the Parking Service (CPE) service as detailed in Appendix A and B.

(b) Agree that these figures are a true record for the service’s performance and should be referred to the Department for Transport as part of their annual reporting process.

(c) Agree the proposed Planned and Reactive maintenance programme for 2018/19 as set out in Appendix C.

(d) Agree the proposed parking tariff increase from September 2018, for Solihull Town Centre and Knowle as detailed in Appendix D and E.

(e) Agree to continue suspending parking enforcement in residential areas over the Christmas Festive period only, as detailed in paragraph 4.4 and 5.4,

(f) Support the introduction of a Bus Gate order on Station Road, Solihull and agree to make no change in respect of the enforcement and operating hours of the Lode Lane bus lane, as set out in paragraph 4.7 to 4.10 and 5.5,

(g) Agree to continue suspending enforcement in our off-street car parks, when a Traveller incursions occurs, as set out in paragraph, and 4.27 and 5.03

(h) Agree to receive the next annual performance report at the Cabinet Decision-Making session in June 2019.
