The Cabinet Member is asked to consider the outcome of the statutory process on the proposal to expand St Augustine’s Catholic Primary School from September 2020.

Revenue and Capital Monitoring 2019/2020 as at 31 December 2019 pdf icon PDF 124 KB

To inform the Cabinet Member:

·  of the Portfolio’s latest forecast financial position as at the 31st December 2019 against Revenue and Capital budgets as summarised below and detailed in the attached Appendix A and B; and

·  of the Portfolio’s progress against the latest 3-year savings targets in the Medium Term Financial Strategy (MTFS) summarised below and detailed in Appendix A.

The Cabinet Member RESOLVED to:

(i)  Endorse the 2019/20 revenue and capital financial monitoring forecast as at 31st December 2019;

(ii)  Note the Portfolio’s progress against the latest 3-year savings targets in the Medium Term Financial Strategy (MTFS) as at 31st December 2019; and

 

(iii)  Note the Portfolio’s 3-year budget forecast position.

School and Early Years Funding 2020-2021 pdf icon PDF 150 KB

The Cabinet Member is asked to:

·  consider the implications of the final settlement for dedicated schools grant received by the Local Authority for 2020-21.

·  be informed of decisions taken by Solihull School Forum in respect to central services and top-slice of maintained school budgets for 2020-21; and

 

·  approve school budgets as detailed in section 4and 5 and early years funding as described in section 6

The Cabinet Member RESOLVED to:

(i)  Approve school budgets as detailed in paragraph 4.2 to 4.4;

 

(ii)  Approve an increase of 4.0% in top-up rates payable to special schools (paragraph 5.4);

 

(iii)  Approve Early Years hourly rates as shown in paragraph 6.13.; and

 

(iv)  Note the Forum approved decisions in relation to central services as described in section 7.

7.

Future Options for Alternative Provision in Solihull pdf icon PDF 144 KB

This report is embargoed until 5.00 pm on the 4th February 2020, and will be released thereafter.

To consider options for alternative provision for secondary age children disaffected with education including those children that have been permanently excluded from school.

Decision:

The Cabinet Member RESOLVED to:

(i)  Authorise officers to undertake a period of consultation with parents, schools and the wider community on whether to seek permission from the Secretary of State to consider the closure of Summerfield Education Centre;

(ii)  Authorise officers to explore the development of a new short-stay intervention and assessment provision for Solihull pupils that have been permanently excluded;

(iii)  Authorise officers to work with secondary schools and other stakeholders to identify gaps in alternative provision in order to widen the range of alternative provision options available to Solihull commissioners;

(iv)  To liaise with Regional Schools Commissioner on the development of this approach;

(v)  Note current activity to profile each pupil currently on roll and identify a suitable long term provision; and 

(vi)  Note officer recommendation to commission a significant reduction in places at Summerfield from September 2020.

8.

Foster Carer Allowances, Fees and Charges to Other Authorities and Other Care Payments/Allowances 2020/21 Annual Rate Review pdf icon PDF 226 KB

To recommend for 2020/21 Financial Year:

(a)  The fees and allowances paid to Foster Carers;

(b)  The charges made to other local authorities for foster placements;

(c)  The level of other care payments/allowances.

(i)  The proposed allowances, fees, payment rates and charges to other Local Authorities for 2020/21 - Appendix A;

(ii)  The Guidance for Foster Carers on appropriate use of the Foster Allowance - Appendix B;

(iii)  The proposed Financial Support for SMBC Foster Carers - Appendix C; and

(iv)  The Fostering Fee Scheme for SMBC Foster Carers - Appendix D.
