Refused against the recommendation for the following reason:-

 

1.  The Local Planning Authority considers the arrangements to/from the worksites, subject to this Schedule 17 request under paragraph 6 of the High Speed Rail (London - West Midlands) Act 2017, ought to be modified to avoid causing harm to the local environment and local amenity by way of noise and disturbance to sensitive receptors including Heart of England school, community facilities in Balsall Common village centre and residential properties and would prejudice the free flow of traffic and the safety of other road users and pedestrians. It is not considered that the highways the subject of this lorry route, namely Kelsey Lane, Waste Lane, Hodgetts Lane and Truggist Lane, are suitable to support the number of large goods vehicles. The width of these roads are insufficient for two large goods vehicles to pass safely without causing harm to road users and pedestrians using the adjacent footpaths. This is evidenced by the road widths being below the standards set within the HS2 Rural Roads Design Criteria, Appendix A.

 

It is considered that a reasonable alternative exists, within HS2 Act Limits, to facilitate access to the worksites, from the Strategic Road Network to Park Lane and onto a continuous haul road which would cross the West Coast Main Line using an existing farm accommodation overbridge which would then connect with the worksites the subject of this request. This alternative would remove the need for large goods vehicles to travel through Balsall Common village and thus reducing the impact on local environment and local amenity and also free flow of traffic and highway safety.

 

The Local Planning Authority is satisfied that evidence has been provided to demonstrate that the proposed arrangements are reasonably capable of being so modified and it is not considered that the applicants have robustly considered this alternative.

 

 

Statements of objection were read out on behalf of Mr/Mrs Howarth and Councillor Diane Howell, and Ms Sheila Cooper, Mr Richard Lloyd, Mr Keith Tindall (Balsall Parish Council) and Mr Andrew Burrow (Berkswell Parish Council) spoke in objection to the application whilst Mr Alan Payne spoke in support.
