Sherbourne Recycling Waste Supply Agreement

To provide an update regarding the Waste Supply Agreement for Sherbourne Recycling.

The Cabinet was provided with an update regarding the waste supply agreement for Sherbourne recycling.

 

The report before Members set out the previous decisions which Cabinet had made in relation to this project, which had included a number of delegated powers being agreed by Cabinet. One of those delegations was “the power to enter into the service Level Agreement with AssetCo committing the Council’s waste tonnage for 20 years.”

 

Members were advised that the project had now reached the stage where the Director of Resources & Deputy Chief Executive (in consultation with the Solicitor to the Council and the Cabinet Member for Resources) was able to act on the delegations agreed by Cabinet in September 2019, but these did not provide for a 25 year Supply Agreement. 

During the development of the MRF it had become clear that a longer operating period for the facility should be considered, given the benefits of increasing the operational life of the facility to 25 years would generate. Officer were therefor seeking Cabinet support to increase the Council’s commitment to the Waste Supply Agreement for a further 5 years. The report detailed the financial impact of increasing the financial lifecycle as set out in section 4.3 of the report.

 

On receiving the report Members noted that this project would deliver a state of the art waste recycling facility. Officers confirmed that as is now waste would be recycled and not sent to landfill or shipped abroad and this would be monitored. Officer advised that with regard to the machinery lasting at least 25 years as part of the contract key performance indicators would be built into the contract to ensure the machinery was being well maintained.

 

RESOLVED:

That it be approved that the Council extends its commitment to the Waste Supply Agreement by a further 5 years, therefore entering into a 25 year Agreement instead of a 20 year Agreement

That, pursuant to Section 100A (4) of the Local Government Act 1972, the press and public be now excluded from the meeting for the remainder of the business to be transacted, on the grounds that there would be disclosure to them of exempt information in terms of paragraph 3 of Part 1 of Schedule 12A to the said Act.
