Councillor T Hodgson attended and addressed the meeting in relation to Petitions 5 & 6 – Request to keep the 3 hours free parking in Shirley shopper’s car parks.

 

The Cabinet Member also considered, for the same petitions, a written submission from Helena Alldrick (nee Morrissey); a local resident and Chair of the Friends of Shirley Park.

Revenue & Capital Monitoring 2018/19 as at 31st December 2018 pdf icon PDF 125 KB

To inform the Cabinet Member of the Portfolio’s latest forecast financial position as at the 31st December 2018 against Revenue and Capital budgets as summarised below and detailed in the attached Appendix A.

1.  Considered and endorsed the 2018/19 revenue and capital financial monitoring forecast as at 31st December 2018.

2.  Considered the Portfolio’s progress against the latest 3 year savings targets in the Medium Term Financial Strategy (MTFS) as at 31st December 2018.

Highway Works Permit Scheme Update pdf icon PDF 148 KB

To provide an update on the new Highway Works Permit Scheme and agree service priorities for 2019/20.

The Cabinet Member:

1.  Noted the performance of the new scheme since going live on the 1st October 2018 as detailed in Appendix A.

2.  Approved the service priorities for 2019/20 as detailed in paragraph 4.10.

3.  Approved setting up a financial reserve to manage the financial implications of the permit scheme which are accounted for over a 3 year period in accordance with Part 6 of the Traffic Management Act 2004.

4.  Agreed to receive a further service report in June 2020, which will include the service’s first Annual Performance Report to the end of October 2019, as required by the Department for Transport.

To provide an update on the Solihull highways element of the HS2 project and to review the associated Schedule 4 (application to carry out works on the public highway) approval process and recent decisions taken by the Head of Highway Services.

1.  Noted the update on the HS2 project as detailed in Section 3.

2.  Noted the recent decisions taken by the Head of Highway Services in respect of HS2’s Schedule 4 applications to carry out works on the public highway, as detailed in Appendix A.

3.  Agreed that all HS2 Schedule 4 applications, seeking approval to make major changes to the layout of the public highway in Solihull, should be referred to the Council’s Cabinet for approval, as set out in paragraph 4.3 and 4.4, and

4.  Agreed to receive a further update report at the next Transport & Highways Cabinet meeting on the 16th May 2019.
