There were no declarations from members of disclosable pecuniary interest or conflicts of interest.

Councillor Bob Grinsell thanked Councillor Peter Hogarth, on the occasion of a significant birthday, for his unstinting work and contributions on Licensing Committee over many years.

To consider and approve fees to be charged for applications.

The Committee were informed that the Mobile Homes (Requirement for Manager of Site to be Fit and Proper Person) (England) Regulations 2020 (the regulations) introduced a fit and proper person test for mobile home site owners or the person appointed to manage the site.

Solihull has 17 licensed sites of which all are residential parks. All licence holders were written to and invited to either apply or declare that the site will be exempt from the regulations.

Applicants must demonstrate there are suitable financial and management arrangements in place for the site, and provide documentation/information in order for an assessment to be made.

The Committee were asked to consider the Fit and Proper Person Policy, and fees to be charged.

RESOLVED

The Committee approved:

1.  The fit and proper person policy in relation to the assessment of site managers;

2.  The fit and proper fee policy in respect of fees charged; and

3.  Approved proposed fees for applications received at an initial £350 and £143 annually.
