Decision:

Councillor Adeyemo advised Members that a family member was employed by Solihull Council.

3.

Questions and Deputations

To answer questions and hear deputations, if any, asked by any resident of the Borough pursuant to Standing Orders.

4.

Revenue & Capital Monitoring 2018/19 as at 31st July 2018 pdf icon PDF 136 KB

To inform the Cabinet Member of the Portfolio’s latest forecast financial position as at the 31st July 2018 against Revenue and Capital budgets as summarised below and detailed in the attached Appendix A.

The Cabinet Member:

(i)  Considered and endorsed the 2018/19 revenue and capital financial monitoring forecast as at 31st July 2018;

(ii)  Noted the Portfolio’s progress against the latest 3 year savings targets in the Medium Term Financial Strategy (MTFS) as at 31st July 2018;

(iii)  Approved the use of £92,000 across two years from HRA Welfare Reform reserve for an additional Money Advice Team Leader within SCH

(iv)  Approved the use of £76,000 across two years from the HRA Welfare Reform reserve for the on-going costs of the Housing Contracts project, subject to EMT approving the continuation of this project following the pilot period

(v)  Approved the transfer of £200,000 from the HRA Capital Programme to HRA revenue expenditure for Communal Decorations.

5.

Strengthening the Delivery of and Access to Housing Report pdf icon PDF 150 KB

To review progress against the approved Action Plan for strengthening the delivery of an access to housing, note recent Government announcements to encourage council housing development, approve a response to consultation on Right to Buy receipts and make any recommendations to the Cabinet Portfolio Holder for Managed Growth.

(i)  Reviewed the progress against the agreed Action Plan.

(ii)  Noted the recent announcements by Government to encourage council housing development.

(iii)  Approved the Council’s response to the consultation on the use of receipts from Right to Buy sales.

6.

To update the Cabinet Member on the outcome of the Hackitt Review and the implications for Solihull Building Control Service.

The Cabinet Member:

(i)  Noted the findings and recommendations of the Hackitt Review.

(ii)  Noted the steps taken to date in response to the Grenfell Fire and Hackitt Review.

(iii)  Agreed to support the continued development of the Building Control Service to enable the Council to respond to the recommendations of the Hackitt Report thus ensuring the safety of those living and working in the Borough.

Standards relating to the licensing of Houses in Multiple Occupation pdf icon PDF 127 KB

To seek the approval of the Cabinet Member to adopt three standards/policies in relation to the licensing of Houses in Multiple Occupation.

(i)  Approved the standard for ‘Fit and Proper Person Policy’ for Solihull Council attached as Appendix 1.

(ii)  Approved the standard for ‘Amenities and Facilities Guide for Houses in Multiple Occupation’ for Solihull Council attached as Appendix 2.

(iii)  Approved the standard for ‘A Guide to Fire and Security Protection in Multi-Occupied Residential Properties’ produced and periodically up dated by Homestamp for Solihull Council.
