Youth Homelessness and Support Services pdf icon PDF 284 KB

To inform the cabinet member of the outcome of the evaluation of the Solihull Youth Hub pilot, recommend plans for continued delivery and seek approval for the use of Flexible Homelessness Support Grant (FHSG) to finance provision during 2019/20.

The Cabinet Member:

(i)  Noted the results of the evaluation of the 2 year youth hub pilot and the recommendations for on-going delivery.

(ii)  Noted the plans for the future commissioning of the accommodation and support services that make up the youth pathway.

(iii)  Approved the use of FHSG to contribute to the funding required to extend the youth hub pilot for a further 12 months up to 31st March 2020.

REVENUE AND CAPITAL MONITORING 2018/19 AS AT 31st DECEMBER 2018 pdf icon PDF 125 KB

To inform the Cabinet Member of the Portfolio’s latest forecast financial position as at the 31st December 2018 against Revenue and Capital budgets as summarised below and detailed in the attached Appendix A.

To approve a 'Do It Yourself Shared Ownership' (DIYSO) pilot scheme and receive a further report on the outcomes of the pilot.

(i)  Approved the introduction of a Do It Yourself Shared Ownership pilot scheme as set out in Appendix A.

(ii)  Agreed to receive a further report in 12 months on the operation of the pilot scheme.

10.

Housing Capital Programme 2019/20 pdf icon PDF 210 KB

To recommend the Housing Capital Programme for 2019/20 and to seek approvals for SCH to enter into contracts.

The Cabinet Member:

(i)  Approved the Housing Capital Programme of £18.772m for 2019/20.

(ii)  Noted the availability of additional resources through Housing Revenue Account (HRA) reserves.

(iii)  Noted the availability of additional resources through prudential borrowing subject to required approval.

(iv)  Approved an allocation of £1.290m to SCH to meet statutory Disabled Facilities Grant (DFG) demand and the carry forward request of unspent grant at year-end.

(v)  Gave approval to SCH to enter into contracts that go beyond the life of the current five year rolling management agreement and/or are in excess of £2.500m.

(vi)  Agreed to receive a future report detailing the impact of the Hackitt Report and consider the case for installing sprinklers in Solihull’s high-rise housing.

To present a draft of the 2019 Homelessness Review and Strategy for approval, to provide notification of a Government consultation on partnership arrangements for homelessness and to recommend arrangements for managing reviews of homelessness decisions.
