The Cabinet Member for Managed Growth:

1. Noted the publication of the consultation by DEFRA;

2. Noted and agreed the draft response to the consultation as set out in Appendix B   

   of the report subject to the minor amendments identified by the Cabinet Member   

  for Managed Growth; and,

3. Delegated completion of the detailed response to the Biodiversity Net Gain  

  consultation to the Director for Managed Growth & Communities.  

The Cabinet Member for Managed Growth:

1.  Noted the contents of the Balsall Parish Neighbourhood Development Plan Pre- Submission Draft;

2.  Agreed the comments in paragraph 3.11 – 3.32 of the report as the basis for the

Council’s response to the consultation, subject to the comments and minor amendments identified by the Cabinet Member for Managed Growth; and,

3.  Expressed continued support for the progression and preparation of a

  Neighbourhood Plan for Balsall Parish.

The Cabinet Member for Managed Growth:

1.  Agreed the Council’s response to the Examiner’s recommended modifications to

  the Knowle, Dorridge and Bentley Heath Neighbourhood Plan as set out in Table

  1A of the Decision Statement Table at Appendix A of the report;

2.  Agreed that the Knowle, Dorridge and Bentley Heath Neighbourhood Plan be

modified in accordance with the Decision Statement Table (Tables 1A  -1F) at Appendix A and that it proceeds to Referendum; and,

3.  Accepted the Examiner’s recommendation that it was not necessary to extend the

Referendum area and that the most appropriate area for the referendum was  the designated Knowle, Dorridge and Bentley Heath Neighbourhood Area.
