To inform the Cabinet Portfolio Holder of the outcome of the Advisory Group for School Admissions meeting at which consideration was given to applications for reception and junior places for September 2019 with exceptional social or medical reasons.

RESOLVED:

Having received the recommendations of the Advisory Group, the Cabinet Portfolio Holder for Children’s Services, Education and Skills agreed to grant priority 1b to applications with ‘exceptional social or medical reasons’ to 1 reception application (Greswold).

For the Cabinet Portfolio Holder to determine the admission arrangements and qualifying scheme for the academic year 2020-2021.

RESOLVED:

The Cabinet Portfolio Holder approved the proposed admission arrangements for Solihull community and voluntary controlled schools including the qualifying scheme, for admissions in 2020-2021, as detailed in Appendix 1 to the report.

To seek approval for the transfer of the nursery admissions process to schools.

RESOLVED:

The Cabinet Member approved that the nursery admissions process reverts to individual schools with effect from the September 2019 nursery round.

For the Portfolio Holder to approve school budgets for 2019-20

RESOLVED:

The Cabinet Portfolio Holder for Children’s Services and Skills approved the implementation of the National Funding Formula to school budgets for 2019-20 as described in paragraph 4.4 and detailed in Appendix 1.

To recommend for 2019/20 Financial Year:

·  The fees and allowances paid to Foster Carers;

·  The charges made to other local authorities for foster placements;

·  The level of other care payments/allowances

RESOLVED:

The Cabinet Portfolio Holder approved:

(i)  The proposed allowances, fees, payment rates and charges to other Local Authorities for 2019/20 as detailed in Appendix A;

(ii)  The Guidance for Foster Carers on appropriate use of the Foster Allowance  as detailed in Appendix B;

(iii)  The proposed Financial Support for SMBC Foster Carers  as detailed in Appendix C; and

(iv)  The Fostering Fee Scheme for SMBC Foster Carers as detailed in  Appendix D.

To inform the Cabinet Member of the Portfolio’s latest forecast financial position as at the 31^st December 2018.

RESOLVED:

(i)  That the current financial position for the Portfolio be noted;

(ii)  That the current actions being taken to address the budget position were noted and no further action was deemed necessary at this time;

(iii)  That Full Cabinet be recommended to create an Early Years reserve within the Dedicated Schools Grant as detailed at paragraph 3.17.

To approve Local Authority nominations to school governing bodies.

RESOLVED:

That the proposal for the nomination of Local Authority Governors as shown in Appendix A to the report be noted.

To approve the revision of a Governing Body Instrument of Government

RESOLVED:

That the revision of the Instrument of Government for Lady Katherine Leveson Church of England Primary School be approved.

To consider a number of recommendations from the Children’s Services, Education and Skills Scrutiny Board meeting held on 15 January 2019.

RESOLVED:

That the recommendations of Children’s Services, Education and Skills Scrutiny Board of 15 January 2019 regarding Draft SEND School Planning and Commissioning Strategy be received and endorsed.
