4.

Small Homes for People with Learning Disabilities Review – Phase 2 pdf icon PDF 484 KB

To inform the Cabinet Portfolio Holder of progress on delivering Phase 2 of the review of the Small Homes for People with Learning Disabilities.

Decision:

The Cabinet Portfolio Holder:-

(i)approved that the Council continued to be a direct provider of small residential care homes for people with learning disabilities;

(ii) noted the measures taken to ensure that the small homes service continued to provide good service quality and demonstrate efficiency and value for money;

(iii) noted the intention of the CCG to cease its block funding of £1.6m for the small homes service; and

(iv) approved the proposals for the delivery of Medium Term Financial Strategy (MTFS) savings of £321k, noted there was a red risk in respect of £279k MTFS savings in 2020/21, and that the Adult Care and Support Directorate was considering, through the MTFS, how to mitigate the risk.

The Future of Day Opportunities; “Having a good day in Solihull” Options Paper pdf icon PDF 412 KB

To report progress in the development and transformation of Day Opportunities in Solihull.

To report on plans to deliver Medium Term Financial Strategy (MTFS) savings targets of £100k in 2018/19 and a further £326k in 2019/20.

To present a new Day Opportunities Commissioning Strategy, “Having a Good Day in Solihull”.

To present a programme of further work to remodel Day Opportunities in line with the Commissioning Strategy, ensuring that services adapt to changing need and are sustainable and affordable.

The Cabinet Portfolio Holder:-

(i)approved the plans to deliver the Medium Term Financial Strategy savings targets of £100k in 2018/19 and a further £326k in 2019/20;

(ii) approved the Day Opportunities Commissioning Strategy “Having a Good Day in Solihull”; and

(iii) requested that the outcomes of the further work to remodel Day Opportunities, in line with the Commissioning Strategy, are reported back by October 2019.

The Consolidation of Older People’s Day Services and Remodelling of In-House Extra Care Housing Support Services pdf icon PDF 712 KB

To present proposals to consolidate in-house day services for older people from three day centres to two. This will improve the offer for people who use the services, make better use of buildings and contribute to Medium Term Financial Strategy (MTFS) savings targets.

To present proposals to remodel in-house extra care housing support services at Greenhill Way and Longview. This will better align the care and support provided with the needs of residents and contribute to MTFS savings targets.

Decision:

The Cabinet Portfolio Holder:-

(i)approved the proposal to consolidate in-house day services for older people into two centres, with Park View serving the south of the borough and Colebrook serving the north;

(ii) approved the proposal to remodel in-house extra care services at Green Hill Way and Longview, with on-site care and support to be provided Monday-Friday under flexible hours; and

(iv) requested a further report once the services had been implemented.
