Revenue and Capital Monitoring 2020/21 as at 30th September 2020 To inform the

Decision: The Cabinet Member RESOLVED to: a) Consider and endorse the 2020/21 revenue and capital financial monitoring forecast as at 30th September 2020. b) Consider the Portfolio’s progress against the latest 3 year savings targets in the Medium Term Financial Strategy (MTFS) as at 30th September 2020. c) Approve a budget virement of £64,390 from the Safer and Stronger Communities portfolio to the Environment and Highways portfolio in respect of the Neighbourhoods Wards budget (paragraphs 5.1 and 5.2). |

Solihull Highways Management Service Update To consider and seek approval to update Highway Management Service processes associated with the following functions: a) Road Safety Audit (RSA) Policy b) Blue Badge Parking Space and H Bar Mark Application Process c) Review of Borough Speed Limits Additional documents:
Decision: The Cabinet Member RESOLVED to: a) Approve the proposed changes to the Road Safety Audit policy as set out in section 4.4 of the report and contained within Appendix A. b) Approve the proposed changes to the H bar marking and Blue Badge Parking Space Application Processes as set out in sections 4.6 – 4.14 of this report and shown in Appendix B, C and D respectively, c) Agree to introduce the new £75 charge for H bar markings from 1st January 2021 d) Note that the proposed review of speed limits in the Borough has been deferred to the 2021/20 financial year, due to a change in service priorities associated with the Covid19 pandemic. |

Highway Works Permit Scheme - Annual Report To consider the findings and recommendations resulting from the independent review of the first 12 months operation of the Solihull Highway Works Permit Scheme and to receive an update and evaluate scheme performance during year 2. Additional documents:
Decision: The Cabinet Member RESOLVED to: a) Note and comment on the performance of the Permit Scheme during the first two years of its operation. b) Note and approve the year 1 annual report contained in Appendix A, which is to be submitted to the Department for Transport. c) Approve the findings from the evaluation of year 2 performance as set out within the body of this report and summarised in Appendix B, which will also be submitted to the Department for Transport. d) To agree to receive a report evaluating the performance of the Solihull Permit Scheme over its first three years and any changes that this may necessitate in January 2022. |
