1.	Apologies Decision: No apologies were received.
2.	Declaration of Interests To receive notification of any declarations of pecuniary and/or conflict of interest from Members. Decision: Councillor Thomas made a declaration of interest as she worked for Jaguar Land Rover on the Brexit stockpiling plans. Councillor Hawkins made a declaration of interest as he had submitted a petition in 2005 which requested traffic calming measures on Rangoon Road.
3.	Questions and Deputations To answer any questions and hear deputations, if any, asked by any resident of the Borough pursuant to Standing Orders. Decision: Councillor K Grinsell made a deputation on her petition in relation to Stanway Road. Ms Yvonne Clements made a deputation about Item 4 in relation to the recommended decision on the feasibility study on Rangoon and Valley Road. Councillor Slater made a deputation about parking issues in Elmdon and the recommended decision on the feasibility study on Rangoon and Valley Road. Councillor Adeyemo made a deputation on the parking problems in Campden Green and Lyndon. Councillor Hamilton made a deputation on the parking problems in Smith’s Wood.

5.	Review of Parking Displacement Programme PDF 183 KB View the background to item 5. View the decision for item 5. To review and consider proposals for a Parking Displacement Programme. Decision: The Cabinet Member RESOLVED to: a) Note the contents of the report and options considered. b) Agree to continue the current position with regards to the Parking Displacement Programme highlighted at 4.19 of this report (Option 1). c) Revisit this issue if funding opportunities did arise. d) Request the Stronger Communities and Neighbourhood Services Scrutiny Board consider this issue as a Task and Finish Group, and then to report back to the Cabinet Member.

7.	Revenue and Capital Monitoring 2020/21 as at 31st December 2020 PDF 321 KB View the background to item 7. View the decision for item 7. To inform the Cabinet Member of the Portfolio’s latest forecast financial position as at the 31st December 2021 against Revenue and Capital budgets. To inform the Cabinet Member of the Portfolio’s progress against the latest 3 year savings targets in the Medium Term Financial Strategy (MTFS). To seek approval from the Cabinet Member, in accordance with Financial Regulation, to approve in conjunction with the Cabinet Member for Resources the setting up of a new reserve to fund, using allocated Government Brexit funding, identified impacts from the Inland Border Facility in relation to street cleansing and carriageway maintenance costs. PDF 391 KB Decision: The Cabinet Member RESOLVED to: a) Consider and endorse the 2020/21 revenue and capital financial monitoring forecast as at 31st December 2020. b) Consider the Portfolio’s progress against the latest 3 year savings targets in the Medium Term Financial Strategy (MTFS) as at 31st December 2020. c) Approve, in conjunction with the Cabinet Member for Resources, the setting up of a new reserve, funded from a £384,000 allocation from the awarded Government Brexit funding, to meet the costs of identified impacts from the Inland Border Facility in relation to street cleansing and carriageway maintenance costs (paragraphs 5.1 to 5.3).

Issues Arising from Overview & Scrutiny - Stronger Communities & Neighbourhood Services Scrutiny Board PDF 232 KB To consider recommendations and outcomes from the Stronger Communities & Neighbourhood Services Scrutiny Board held on 20 January 2021 in respect of: · SPEED ENFORCEMENT IN SOLIHULL – A NEW APPROACH Decision: The Cabinet Member NOTED the contents of the report and thanked the Stronger Communities and Neighbourhood Services Scrutiny Board for their comments.
