Active Travel Fund - Tranche 2 Cycleways pdf icon PDF 187 KB

To provide the Cabinet Member with an update on the outcome of the design and consultation stage of the Active Travel Fund Tranche 2 Cycleways project and to seek approval to progress with the construction of three routes and an area wide cycle parking scheme.

a)  Note the contents of the report relating to the consultation undertaken in February / March 2021

b)  Approve the construction of the three cycleways proposed as part of the Tranche 2 Active Travel Programme

To seek approval for the commencement of public consultation on proposals for the redevelopment of Solihull Train Station to create a new Integrated Transport Hub.

Decision:

The Cabinet Member RESOLVED to:

a)  Approve commencement of consultation on the proposed Solihull Integrated Transport Hub scheme (see Appendix B of the report), in accordance with the approach set out in paragraphs 3.14 to 3.15 of the report;

b)  Delegate authority to the Director of Economy and Infrastructure, in consultation with the Cabinet Portfolio Holder for Environment and Infrastructure, to submit an Outline Business Case (OBC) to the West Midlands Combined Authority, subject to the successful outcome of the public consultation.

To provide the Cabinet Member with an update on the development and design stage of the project and to seek approval to progress with the construction of Phase 1 of the TfWM Sprint - A45 Birmingham to Airport and Solihull Scheme (Solihull aspects).

Decision:

The Cabinet Member RESOLVED to:

a)  Approve the construction of Phase 1 of the A45 Birmingham to Solihull Sprint scheme within Solihull.

b)  Approve Highway Infrastructure entering into a delivery agreement with Transport for West Midlands for the delivery of Sprint Phase 1 in Solihull; either utilising the Council’s Strategic Highways Contract through a funding agreement, or utilising Sprint’s contractors through a Section 8/ Section 278 legal agreement.

c)  Agree to delegate the decision of the Phase 1 construction delivery model to the Head of Highway Infrastructure.

d)  Approve commencement of preparatory utility diversion works for Phase 1, ahead of the Traffic Regulation Order (TRO) process being completed and sealed.

e)  Note progress and resolution of the outstanding technical matters for Phase 1 as set out in the Councils November 2018 consultation response (Appendix 1, Technical Matters, Items 1 – 15).
