Cllr Qais submitted a written deputation, which was read out on her behalf. The deputation related to item 5 on the agenda and drew the Council’s attention to road safety issue involving the entire length of the Buryfield Road.

Asset Management and Service Priorities 2023/24 pdf icon PDF 162 KB

To set-out the proposed Highway Services programme of works and expenditure for the 2023/24 financial year

The Cabinet Member RESOLVED to:

 

(i)  Approve the work priorities and associated proposed budgets and funding, for the activities and schemes detailed within the report;

 

(ii)  Approve delegated authority to the Assistant Director Highways and Environment to make any subsequent individual changes that are below £250,000 in relation to changes in plans/funding;

 

(iii)  Note that an update be reported to the Cabinet Member if there are any proposed individual changes above £250,000;

 

(iv)  Approve the proposed 2023/24 Local Network Improvement Plan (LNIP) priorities and programme of capital funded schemes as set out in paragraphs 4.8, 4.9 and detailed in Appendix B of the report; and

 

(v)  Note the progress that has been made in progressing year 1 of the Council’s Parking Displacement Programme as set out in 4.11 and 4.12 of the report, approve the proposed Parking Displacement Programme for 2023/24 as set out in Appendix C and note the intention to fund year 2 of the programme (2023/24) from a £50,000 allocation of the 2023/24 Local Network Improvement Plan.

Schools 20mph Speed Limit Programme update pdf icon PDF 138 KB

To consider representations received during the statutory consultation exercise for the first phase 20mph speed limit project outside Schools in the Borough and consider whether to implement as advertised, reduce the scope or not proceed with the proposals.

The Cabinet Member RESOLVED to:

(i)  Approve the proposed 20mph speed limits outside schools (Year 1) consulted on in November 2022;

 

(ii)  Approve the implementation of the proposed 20mph speed limits, notwithstanding the objections received, as detailed, and responded to in Appendices A, B and C of the report;

 

(iii)  Agree the implementation of 20mph speed limits in the vicinity of the schools in the 2023/24 (Year 2) programme, as set out in Appendix D to the report;

 

(iv)  Noted the comments received during the Year 1 consultation process and agree to consult on extending the 20mph speed limits at both Greswold and Castle Bromwich Infant Schools, and if supported by the communities and Ward Members, include such changes in the 2023/24 (Year 2) programme; and

 

(v)  Agree to receive a further report in February 2024 setting out progress and recommendations for subsequent years’ programmes.

To inform the Cabinet Member of the Portfolio’s latest forecast financial position as at the 31st December 2022 against Revenue and Capital budgets and the Portfolio’s progress against the latest 3 year savings targets in the Medium Term Financial Strategy (MTFS)

(i)  Endorse the 2022/23 revenue and capital financial monitoring forecast as at 31st December 2022; and

 

(ii)  Note the Portfolio’s progress against the latest 3 year savings targets in the Medium Term Financial Strategy (MTFS) as at 31st December 2022.
