Winter Service Plan The purpose of this report is to inform the
Cabinet Member of the preparedness for the 2023/24 winter period
and to bring forward the Winter Service Plan 2023/28 which details
how the service proposes to continue for the next 5-year
period. Additional documents: Decision: RESOLVED The Cabinet Member for Environment and Infrastructure: (i) Noted the works undertaken in 2022/23 and the preparedness for the 2023/24 season as detailed in the report. (ii) Approved the Winter Service Plan 2023 - 2028 (Appendix 1). |

West Midlands Safety Camera Partnership Update 2023 To provide an overview of speed enforcement
activity in Solihull. Additional documents: Decision: RESOLVED The Cabinet Member for Environment and Infrastructure: (i) Noted the contents of the report. (ii) Agreed to delegate authority to the Assistant Director for Highways and Environment, in consultation with the Cabinet Member, to conclude negotiations with West Midlands Police (WMP) and the other constituent West Midlands Local Authorities on the proposed West Midlands Speed Enforcement Service Level Agreement. (iii) Approved the updated Mobile Speed Camera “Community Concern” enforcement site deployment priorities, as detailed in Appendix A (iv) Agreed the old GATSO yellow camera housings should be removed as and when they become unsafe considering the road safety benefits. |

REVENUE AND CAPITAL MONITORING 2023/24 AS AT 31ST JULY 2023 To inform the Cabinet Member of the
Portfolio’s latest forecast financial position as at 31st
July 2023 against Revenue and Capital budgets. To inform the
Cabinet Member of the Portfolio’s progress against the latest
3 year savings targets in the Medium Term Financial Strategy
(MTFS) Additional documents: Decision: RESOLVED The Cabinet Member for Environment and Infrastructure: (i) Considered and endorsed the 2023/24 revenue and capital financial monitoring forecast as at 31st July 2023. (ii) Noted the Portfolio’s progress against the latest 3 year savings targets in the Medium Term Financial Strategy (MTFS) as at 31st July 2023. (iii) Accepted the additional Local Transport Capital Block Funding Pothole Fund amount of £581,646 and to delegate authority of this, including the approval of the funding agreement, to authorised officers in line with the conditions of the funding (paragraphs 5.1 and 5.2). (iv) Accepted the City Region Sustainable Transport Settlement (CRSTS) Revenue Capacity Funding amount of £472,514 and to delegate authority of this, including the approval of the funding agreement, to authorised officers in line with the conditions of the funding (paragraphs 5.3, 5.4 and 5.5). (v) Accepted the Local Authorities Treescape Fund conditional awarded amount of £297,136, and to delegate authority of this, including the approval of the funding agreement, to authorised officers in line with the conditions of the funding (paragraphs 5.6 and 5.7). |
