Cllr Mark Parker gave a deputation on Item 7. Cllr Parker recognised the rational for the decision that had been recommended but asked the Cabinet Member to consider removing the TRO.

To provide an update on a petition received relating to the Environment and Infrastructure portfolio.

RESOLVED

The Cabinet Member agreed that no further action is taken to progress this matter with Birmingham City Council due to the constraints identified in section 2.11 of the report.

As the service has been in operation for over a year, a review of service provision has been carried out with a view to simplifying the service and operating more cost effectively.

a)  The provision of a sharps collection service only.

b)  That the replacement containers are to be provided/prescribed by the patients GP or healthcare provider.

c)  To reserve the right to charge for return visits if the container is not available for collection on the scheduled collection date.

The report reviews the 3-year performance of the Highway Works Permit Scheme to ensure objectives are being met in accordance with the approved business case.

a)  Noted the contents of the report, the comments received from Stronger Communities and Neighbourhood Services Board on 14th September 2022 and the Permit Scheme 3-year performance as set out in Appendix B.

b)  Approved the performance data for year 3 of the scheme should be submitted to the Department of Transport in accordance with the requirements of the Traffic Management Act.

c)  Approved the Service Action Plan as set out in Appendix D.

d)  Agreed to receive a further update report after completion of the Permit Scheme’s 6th year, unless there is a material change in the performance of the service, in accordance with the legislation.

This report considers the impact of the closure, the feedback received from the Emergency Services, Ward Members, and the local community.  The report also considers whether there are any other options available to the Highway Authority, at this stage.

a)  Noted the contents of the report and representations received from the Emergency Services, Ward Councillors, and the local community as summarised in Appendix A.

b)  Approved, notwithstanding the representations received, making the Metropolitan Borough of Solihull (A34 Stratford Road, Shirley) (Gap Closure in Central Reservation) Experimental Traffic Regulation Order 2021 permanent, including the additional provision to prohibit U turns on the A34 Stratford Road at Richard Lewis Way, as shown in Appendix B.

a)  Noted the contents of the report and actions taken so far.

b)  Agreed to remove the two mature trees (one either side of the junction) on Blossomfield Road immediately adjacent to its junction with White House Way, as shown on the plan in Appendix A.

c)  Agreed to continue to monitor performance of the B4102 Blossomfield Road White House Way junction without re-introducing a yellow box junction or revoking the existing “No right turn” prohibition from Blossomfield Road, into White House Way, for the reasons set out in the report.

d)  Agreed the on-going performance monitoring of this junction be included as part of the B4102 Blossomfield Road Active Travel Corridor Experimental Traffic Regulation Order project.
