Revenue and Capital Monitoring 2022/23 as at 31st December 2022 pdf icon PDF 175 KB

This report is to update the Cabinet Member on how the Portfolio is performing against the approved 2022/23 – 2024/25 Medium Term Financial Strategy (MTFS) in the current financial year alongside setting out any new challenges that are emerging for the revised MTFS for 2023/24 – 2025/26.

To inform the Cabinet Member of the Portfolio’s latest forecast financial position as at the 31st September 2022 against Revenue and Capital budgets as summarised below and detailed in Appendix A.

To inform the Cabinet Member of the Portfolio’s progress against the latest 3-year savings targets in the Medium-Term Financial Strategy (MTFS) summarised below and detailed in Appendix A.

To seek approval from the Cabinet Member, in compliance with the Council’s Financial Regulations, to make a contribution to the existing Employment, Learn and Engage reserve.

To seek approval from the Cabinet Member, in compliance with the Council’s Financial Regulations, to create a new reserve for Learning Disability Employment Support and approve a contribution to that reserve for the current and future years.

The Cabinet Portfolio Holder:-

(i)  Considered and endorsed the 2022/23 revenue and capital financial monitoring forecast as at 31st December 2022;

(ii)  Considered the Portfolio’s progress against the latest 3 year savings targets in the Medium Term Financial Strategy (MTFS) as at 31st December 2022;

(iii)  Approved the contribution of any 2022/23 year end surplus in relation to the Employment and Skills division of Public Health Directorate to the existing Employment, Learn and Engage reserve, as detailed in paragraph 3.10 of the report; and

(iv)  Approved the creation of a new reserve for the Learning Disability Employment Support service and approved a contribution of the year end surplus for 2022/23 for the service, and any surpluses for future years, to that reserve, as detailed in paragraph 3.11 of the report.

Solihull Community Housing – Delivery Plan 2023/24 pdf icon PDF 278 KB

Under the terms of its management agreement with the Council, Solihull Community Housing is required to produce a Delivery Plan, setting out how it will achieve its strategic priorities and deliver against its commitments under the agreement. This paper sets out the main themes for the 2023-24 Delivery Plan and a draft copy of the plan is attached as appendix A.

Following review by the Economic Development and Managed Growth Scrutiny Board, the report seeks the Cabinet member’s approval for the Delivery Plan, which will then provide the primary basis for the Council’s monitoring during 2023-24.
