To confirm the appointments of Chairman and Vice-Chairman for the Municipal Year 2022/2023.

The appointments of Councillor Bob Grinsell (Chairman) and Councillor James Butler (Vice-Chairman) for the Municipal Year 2022/23 were confirmed.

Councillors Martin McCarthy and Mark Wilson tended their apologies with Councillor Peter Hogarth substituting for the former.

To receive declarations of Members disclosable pecuniary interests and conflicts of interest.

Councillor Dave Pinwell declared that he was a board member of Solihull Community Housing (the applicant for agenda item 9) and would withdraw from those proceedings.

Councillor Ian Courts requested to speak on application 2021/03073 – 83 Blue Lake Road, Dorridge.

There were no questions or deputations.

Approved in line with officer recommendations:-

(i)  Approve the application subject to conditions with condition 6 amended as described below; and

(ii)  Agreed the Stopping-up of the highway under Section 247 of the Town and Country Planning Act 1980.

Amended Condition 6

Prior to the construction of the dwellings, hereby approved, a detailed layout plan shall be submitted to and approved in writing by the Local Planning Authority to indicate the final layout of the 8 car parking spaces off Anglesey Avenue, and shall include details of the removal/relocation of existing telecommunication cabinets. Thereafter, the scheme shall be implemented in accordance with the approved details.

In the interest of highway safety and in accordance with Policy P8 of the Solihull Local Plan 2013.

Councillor Dave Pinwell took no part in the proceedings due to his declaration of being a board member of Solihull Community Housing.

Refused, against the Officer recommendation for the following reason:-

(1)  The proposed development of the site by two replacement dwellings fails to conserve and enhance local character by reason of the excessive scale and massing of these large dwellings. The corner position of the application site at its junction to Clyde Road further exacerbates this harmful impact where the span of Plot 2 and its flank wall appears excessive and is harmful to the street-scene.

The proposal is therefore contrary to Policy 15 (i) of the Solihull Local Plan.

Mr Colin Garrett and Councillor Ian Courts spoke against the application whilst Mr Darren Hames spoke in support.

The appeal decisions in relation to applications 2021/00036 – 7 Newfield Close, Solihull; 2021/00035 – Stratford Road, Hockley Heath; 2021/00030 – 7 Blythe Way, Solihull; and 2021/00043 – 148 Widney Lane, Solihull were noted.

The delegated decisions for the period 19 April – 6 May 2022, were noted.
