4.

Revenue and Capital Monitoring 2019-20 as at 30th September 2019 pdf icon PDF 128 KB

To inform the Cabinet Member of the Portfolio's latest forecast financial position as at the 30th September 2019 against Revenue and Capital budgets as summarised below and detailed in the attached Appendix A.

To inform the Cabinet Member of the Portfolio's progress against the latest 3 year savings targets in the Medium Term Financial Strategy (MFTS) summarised below and detailed in Appendix A.

RESOLVED:

 

i.  To endorse the 2019/20 revenue and capital financial monitoring forecast as at 30th September 2019; and,

 

ii.  Note the Portfolio’s progress against the latest 3 year savings targets in the Medium Term Financial Strategy (MTFS) as at 30th September 2019.

To consider a revised charging regime for the pre-application advice service offered by Development Management.

i.  To approve the revised charging regime for pre-application advice in the Borough as set out in Appendix D of the report.

Low Carbon Energy Framework – Update Report pdf icon PDF 203 KB

To update the Portfolio Holder on progress of the Low Carbon Energy Framework and present a high level programme to inform its further development.

RESOLVED:

 

i.  To approve the proposed aim and scope for the Low Carbon Energy Framework;

 

ii.  To agree the proposed next steps highlighted under paragraph 4.13 of the report; and,

 

iii.   To receive a further update report in April 2020 on progress made for the Low Carbon Energy Framework.

7.

Draft Single-Use Plastic (SUP) Strategy pdf icon PDF 129 KB

To share with Cabinet Member the draft Single–use Plastic (SUP) Strategy - developed to ensure the Council plays its part in reducing the use of SUPs.

i.  To approve the Draft Single Use Plastic Strategy as detailed in Appendix 1 of the report; and,

 

ii.  To receive an Annual Report on progress and performance against agreed actions detailed in the Draft Single Use Plastic Strategy.

To seek approval to formally publish the second annual review of the Solihull Brownfield Land Register.

RESOLVED:

 

That as part of the review of the Solihull Brownfield Land Register:

 

i.  The entries on the current Register be updated to reflect the changes set out in Appendix A of the report; and,

 

ii.  The sites identified in Appendices C and D of the report be added to Part 1 of the Register.

To see approval for the introduction of charges for the monitoring of Section 106 agreements/obligations

RESOLVED:

 

i.  That a schedule of charges for monitoring Section 106 agreements/obligations be introduced for applications submitted from 1st January 2020 based on the fee levels set out in paragraph 4.8 of the report.
