Councillor Hawkins made two declarations of interest:

·  For item 4, they are a Director of the West Midlands Rail Executive.

·  For item 5, their son is a teacher at Lyndon School.

Ms Sheila Cooper made a deputation in relation to Item 5, Asset Management and Service Priorities.

A deputation was read out on behalf of Councillor Groom in relation to Item 5, Asset Management and Service Priorities.

To present the findings of the public consultation on the proposed Solihull Station Integrated Transport Hub Scheme and to set out the next steps for the project.

The Cabinet Member RESOLVED to:

a)  Note the findings of the consultation on the proposed Solihull Integrated Transport Hub scheme as set out in Appendix A and summarised in paragraphs 4.1 to 4.3.

b)  Note the additional design work that will be undertaken in response to the consultation, as set out in paragraphs 4.4 to 4.6.

c)  Approve the next steps set out in the report.

To set out the proposed Highway Services programme of works and expenditure for the 2022/23 financial year.

The Cabinet Member RESOLVED to:

a)  Approve the work priorities and associated proposed budgeted spend and funding shown for the activities and schemes detailed within this report and the 2022/23 Asset Management Investment Plan in Appendix A

b)  Approve delegated authority to the Director of Economy and Infrastructure and responsible officers to make any subsequent individual changes that are below £250,000 in relation to changes to plans/funding

c)  Note that an update will be reported to the Cabinet Member if there are any proposed individual changes above £250,000.

d)  Approve the priorities and programme of capital funded schemes, as set out in Appendix B, for the Community Liveability Programme within the 2022/23 Asset Management Investment Plan

To consider the recommendation from the Parking Displacement Programme Task & Finish Group and subsequent endorsement of this recommendation from the Stronger Communities and Neighbourhood Services Scrutiny Board.

The Cabinet Member RESOLVED to:

a)  Note the contents of the report and options considered following review by the Stronger Communities and Neighbourhood Services Scrutiny Board.

b)  Approve the reinstatement of a Parking Displacement Programme (PDP) in accordance with Option 3b: A Ring-fenced allocation of £50,000 within the Community Liveability Programme.

c)  Agree to receive a further report in April 2022, to review the associated scheme prioritisation process and proposed works programme for the 2022/23 financial year.

To inform the Cabinet Member of the Portfolio’s latest forecast financial position as at 31st December 2021 against Revenue and Capital budgets and inform the Cabinet Member of the Portfolio’s progress against the latest 3 year savings targets in the Medium Term Financial Strategy (MTFS).

The Cabinet Member RESOLVED to:

a)  Consider and endorse the 2021/22 revenue and capital financial monitoring forecast as at 31^st December 2021.

b)  Consider the Portfolio’s progress against the latest 3 year savings targets in the Medium Term Financial Strategy (MTFS) as at 31^st December 2021.
